The
following resources describe and quantify the health status of the people of
Counties Manukau. It includes documents produced by CMDHB, and selected links
to directly relevant reports by other agencies. Documents on health in New
Zealand in general can be found on the
Ministry of Health website, particularly the

modelling is a part of CMDHB's Older People's Strategy "to plan
future services for older people by developing a system dynamic
model focusing on the coordination and integration across the
continuum of services to ensure the variety and capacity of
services meet their assessed needs".
This model has been determined using
available information within CMDHB and operational and
management staff have been consulted in its development. All the
key variables have tested in the model as different scenarios.
Three combinations of all the scenarios have been developed.

People of Asian ethnicities form the fastest growing group in
Counties Manukau society. This health status
comparison looks at the Chinese, Indian and Other Asian ethnic
groups living in Counties Manukau. Specific chapters on
demography and socioeconomic circumstances, health outcomes,
healthcare utilisation, risk and protective factors, child
health and women’s/maternal health are included. The report
found high rates of diabetes and cardiovascular disease in
people of Indian and South Asian ethnicity which had been
disguised by the 'averaging' of all Asian people into one
group. This health needs assessment provides an ethnic-specific
picture of Asian health to inform DHB funding and planning and
ensure that interventions and services being designed by CMDHB
take into account this relatively healthy but increasingly large
sector of our community.

This report provides an estimate of the prevalence of diabetes
in Counties Manukau and three other district health boards in
the northern region. It uses three separate sources of
routinely collected administrative data to identify individuals
likely to have diabetes, during a two-year period (2006-2007).
Laboratory monitoring test frequency and pharmaceutical
prescription claim patterns in people with diabetes are
reviewed. Medical and surgical hospital discharge data for
people with diabetes are compared to discharge data for people
without diabetes in 2007.

Paediatric Society for CMDHB, this report provides a catalogue
for all the measures in the NZ Child and Youth Indicator
Framework. In addition to providing national level data,
each section where possible provides an analysis of how Counties
Manukau's rates compare with the New Zealand average, as well as
the extent to which any disparities are evident within the DHB.
This comprehensive overview of health status covers ages 0-24
years, and where data permits ethnicity and deprivation analyses
are included.

Counties Manukau District Health Board (CMDHB) has a diverse
population with complex health needs and service requirements.
It is the fastest growing area in New Zealand. This report
presents the demographic data from the 2006 Census,
concentrating on changes over the past 10 years, and then the
future changes expected based on Statistics New Zealand
projections. The dynamic nature of population changes in
Counties Manukau DHB has a direct impact on the health of the
people, how health services are provided, and on planning for
future services.

'best practice' for Maaori health service provision might look

recognising that not only is new quantitative data continually
becoming available, but also that Maaori specific and Maaori
responsive health services are increasingly contributing to the
body of knowledge publicly available about effective ways to

This report provides an overview of the
mental health and addiction status for people of all
ages. Extensive detail is given of all the major mental health
conditions, their prevalence, and their importance to Counties
Manukau District Health Board. Alcohol
and substance use disorders, problem gambling, suicide and the
mental health and addiction services provided to Counties
Manukau (CM) residents are also covered. CMDHB specific data
are provided where possible. Counties Manukau DHB
has been significantly increasing the resources going into
mental health services, and Counties Manukau residents show
improved access to services as a result, with age-standardised
access rates only slightly less than for clients resident
elsewhere in New Zealand. Maori residents of CMDHB had higher
rates of access to mental health services than did Maori in the
rest of New Zealand.

Counties Manukau District Health Board has had a deliberate strategy
to improve access to elective surgery through increased investment
using benchmarking to the national intervention rates as a guide. As
a result, Counties Manukau residents now have rates of publicly
funded surgery similar to or higher than the New Zealand average for
the first time. This document outlines in more detail the changes
for Counties Manukau residents for elective surgery overall, and for
specific surgical procedures. It includes information on waiting
list numbers, waiting times, and procedure rates for the past 10
years. Operations covered include coronary intervention procedures,
hip replacement, knee replacement, hysterectomy, cholecystectomy,
tubal ligation, cataract operations, grommets, tonsillectomy and
adenoidectomy, inguinal hernia repair and prostate operations.

The most extensive health status comparison attempted to date
between the four largest Pacific ethnic groups living in Counties
Manukau and New Zealand (e.g. Samoans, Cook Islanders, Tongans, and
Niueans are compared to each other rather than simply grouping all
Pacific people together). This Health Needs Assessment has specific
chapters on demography and socioeconomic circumstances, risk
factors, health outcomes, adult healthcare utilisation, child health
and women’s/maternal health. It provides an ethnic-specific picture
of Pacific health to inform: DHB funding and planning (e.g. Tupu Ola
Moui – CMDHB Pacific Health and Disability Action Plan); priority
action areas for different Pacific ethnic groups; the tailoring of
interventions and service design; and potential areas for future
research.

The Determinants of Child and Youth Health in

Produced by the Paediatric Society for CMDHB, this report follows on
from the previous child and youth report (Jan 2006). It investigates
the detail behind some of the data in that report, exploring why
differences between groups come about, and identifying potential
intervention points for future health disparity strategy
development. This report also seeks to bring together information
from a variety of different sources and agencies lying outside the
health sector. It includes information on family factors, CYFS
notifications, household crowding, obesity, nutrition and physical
activity, smoking and exposure to cigarette smoke, alcohol,
disability, education, and benefits.

diversity of the current cohort of people aged 65 years and over in CMDHB.
The outlook for CMDHB older persons is very positive. It is anticipated that
the population aged 65 years and over will live longer and be increasingly
characterised by ongoing independence, continued participation in work, home
and community, and health for a longer proportion of their older age than
their predecessors. The increasing numbers of older people aged 85 years and
over, increasing numbers of Asian, Maori and Pacific peoples, the high
proportion of women in older age and likely increase in demand on health
services are principal policy considerations for CM.
There is considerable scope for health gain and this data will help to
inform the local HOP strategy to best meet the current and projected CMDHB
older population health.
